Secret Service scandals have included Prostitution, very sloppy security and drunk driving. Now we find out they've lost TONS of guns, badges, phones, laptops and even whole CARS over the past 15 years.

The answer is obvious. Renegade agency, corrupt management, no oversight, PC hiring practices (read quotas), union protection rackets, etc. etc. Not surprising when you have corruption that starts at the Oval Office and, like a deadly cancer, metastasizes from there throughout all three branches of the government.
Good job for Sheriff Clarke...Clean out and revamp the Secret Service...
By ‘lost’, they mean ‘gifted to insiders and friends, dealt to terrorists, or fenced through ATF to Mexico’.
