Is this just the Lincoln plant, or is this about the plan to move all compact auto production there?

Nothing happens in a day! They are automotive plants, they take years to build.

Looks to me that Ford still plans to move Focus production to Mexico. Not sure what this is about—did Ford announce plans to close this plant? If so, why?
