If our Republican Congressmen had any spine they would set up controls so that NO money could be paid by any agency or department except for pre-approved salaries and basic office expenses. Everything else would require a separate Congressional approval on a separate bill with an up or down vote. All fines paid by any individual or company would be used to pay down the national debt.
And no government guaranteed loans. If a company has a project they want to fund they can find private funding.
