No. It’s an apt description of your lack of understanding of what a police officer goes through.
A police state is where they can stop you for no reason and “bark orders”. Was that the case here? Or did they come upon a scene where someone may have been in danger an NO facts were known to them at the time?

IMO cops and police departments are out of control. Too many cops, too much focus on catching people on some technical infraction to deal out a fine, not enough focus on solving actual crimes. I don’t respect cops anymore, I just fear them and their shakedowns.
He is completely correct about what can result from people screaming contradictory commands.
ONE police officer should issue commands. ONE.
Screaming at people can rattle them, make them freeze up. Possibly that is a good thing, initially. When the one officer issuing commands wants the detainee to start taking action, a calmer tone might just work better.
Obscenities and raging threats (gonna blow your head off, gonna open up on you) are likely to escalate the situation for the officers themselves, and should be avoided. Idioms should not be used, for the benefit of those with limited English.

Bad communication and escalation.
I’ve read a few accounts of unarmed English police officers talking down armed or dangerous people. They seem to have been trained in de-escalation in a way that many American police have not, or have forgotten.
(I have spent four hours in an ambulance waiting for the county SWAT to talk down a suicidal man with a knife - there are good, patient, well-trained, courteous police officers out there.)
The bad thing about the timing is this current phenomenon called "Black Lives Matter". Most people would agree with that, and the obvious secondary comment "Just like everybody else's". The problem is the BLM "movement" hates that second point and wants open season on anyone in a blue uniform. The blue uniforms in turn know this and so what used to be caution on their part is now full blown (and fully justified) paranoia. Paranoids with badges and guns are a bad thing.
It is no coincidence that all this started during the presidency of someone who viscerally hates, in no particular order, white people, Jews, Christians, or anyone who doesn't think kissing his skinny behind a religious obligation. We're in deep $hit and you just happened to be here, inadvertently wading in with us.
I dunno, I’ve seen a whole lot more “jacked up on something (steroids methinks)” police in the last few years than ever before.

While I don’t support the anti-police brigade, I am VERY leery of our constabulary. I have had some...interesting events in my life due to a cowboy in blue getting offended because I actually DO know my rights.
Chickie and dude are sitting, talking in the car. Officer friendly comes up with 3 other cars full of trigger happy keystones and they all start yelling conflicting things at a couple of tourists, at least one of whom isn’t fully fluent in English OR Spanish.
