After the mandatory evacuation of St. Pete in ‘85s hurricane Elena, my brothers and I (who refused to leave) made armed security sweeps of our neighborhood to scare off looters. They came out in droves the morning after the storm. The police didn’t come back until the next day.
The looters never leave.
