I would make that 10 percent, with any excess going back to the state or individual interests. Then its a deal!
By that, I mean no more than 10 percent in each state, unless military circumstances dictate otherwise, not 10 percent overall in the country. And whatever Federal land grabs take place in a state would have to be approved by the state legislature, similar to state approval being needed for “useful buildings” in the original Constitution.
