Why limit the use of a lane? By the way, the tolls fund buses, bike paths, trains, and other things beside the lane being tolled.
Happened here in NYC with HOV, so badly that they made the number of passengers required three instead of two some years back.
People were using dummies as the third person lol.

Can’t speak for other parts of the country but I’m frequently on I-84 heading west into Hartford,CT during morning rush and the HOV lane is usually 99% empty...you see an *occasional* car using it.Granted Hartford isn’t a huge city but it’s not a tiny one either.And,IIRC,the bulk of suburban residents live west and south of the city but....
Dallas just got some of these Express Lanes along a couple highways. I haven’t used them, they seem like a waste of money when the regular free highway is right next to them. Texas has state laws preventing free roads from being turned into tolls.
That said, I’ll use the other tollways because they’re the best route some places, but those don’t have a scaling charge at all.
Never understood building roads with lanes that are then restricted.
Try using the 405 thru the Sepulvada pass. They spent about 20 years adding lanes and causing misery with the construction delays then said to the vast majority of users, nope you ruffians stay in your lane while those with more then 1 person get to use the less used lane that would help alleviate crowding in your lanes if we would only let you use it.
Toll roads should just be banned everywhere.
