This is no surprise, since resettlement contractors like Lutheran Immigration and Refugee Service (LIRS) are given millions of your dollars every year (more than 90% of their funding comes from you!) to bring refugees to your towns, they spend a lot of time pressuring Washington for more moola!
In 2014, LIRS had a total revenue of $59 million and $55 million came from government grants (from you!). Hartke pulled down a comfortable $235,000 salary and five other employees were in 6 digits.

One more thing, although Hartke is whining about being short on funds to resettle 100,000 refugees, remember that the Refugee Council USA (the lobbying consortium for the contractors) is calling for 200,000 next year (which begins Oct. 1, 2016).
And remember that September is crunch month as Obama does his UN gig and sends his final determination (for how many refugees we will take) to Congress.

This is not the LIRS I knew when Gus Bernthal was the board chair back in the 90s, when he was pulling strings to get Christian refugees out of Rwanda. (He was the district president, and our local LCMS pastor for 50 years.) I am guessing the ELCA has taken it over.
I read that some of the people on ISIS hit list are the very Christians involved in the refugee program.

No! The head of Lutheran Immigration and Refugee Service (LIaRS), Linda Hartke, is NOT naive. After previouly being chief of staff to former Rep. Chet Atkins (D-MA), Hartke has long been snuggled in warm and cozy with the Demonicrats.
Sadly, the Lutheran Church—Missouri Synod has been giving a few hundred kilobucks annually to LIaRS to supplement LIaRS' $59 million revenues ($55 million of which is from your tax-gouged pockets).
And check out the LIaRS Board of Directors on their 2014 Form 990. There are some bigshot (and wives of) LCMS honchos on the list. This is ironic, since Hartke is a member of the lesbian-ordaining Evangelical Lufauxran Church in America (which the LCMS has denounced as "embodying apostasy." The LCMS shouldn't even recognize XXXA baptisms as being Christian)!
While the LCMS has been a doctrinally conservative Lutheran church body, there's more than a whiff of Demonicrat political (and some Lufauxran) hypocrisy in the Left and East Coast LCMS districts and even at its St. Louis headquarters.
Under oath at a 2012 House Oversight and Government Reform Committee hearing, LCMS President Harrison claimed, "We [the Missouri Synod] represent a large church body. The constituents are in some way evenly divided between Democrats and Republican."

Just as info for the general readership here: Missouri Synod pastors are overwhelmingly Republican, if for no other reason than the church’s opposition to abortion.

Missouri Synod pastors are conservative. Unfortunately roughly 50% of lay people are not, though, and they cause a fair amount of trouble.
I take it you guys are RC. There are over 6,000 pro-life MO Synod pastors, 2,000 pro-life congregations, and over a million pro-life lay people. So — consider. Otherwise, revile away, brothers.

Yes, in theory, in a Lutheran church, a publicly-unrepentant abortion-supporting Lutheran layman (or pastor), after Matt. 18 counselling, should face excommunication. Sadly, just like in the pro-life Roman Catholic Church, it doesn't always turn out that way.
In the 1990s, Senator Paul Simon (D-IL), a member of a LCMS congregation, supported pro-abortion legislation, but was never excommunicated by his congregation, nor was the congregation or its pastor disciplined for such doctrinal laxness. When Simon died in 2003, one of the official LCMS publications gave him a glowing eulogy that only delicately mentioned, "As a senator, Paul Simon was criticized by Synod and Lutheran pro-life leaders for his support of abortion rights."
There are nine federal contractors (called VOLAGs - Voluntary Agencies) resettling insufficiently-screened Muslim refugees (and potential ISIS agents or recruits) in unsuspecting U.S. towns ill-equipped to handle the endemic disease, cultural, criminal, and terrorist problems. These VOLAGs are getting millions of dollars for what amounts to giving aid and comfort to the enemy.
In addition to LIaRS, one of the nine contractors is the U.S. Committee on Refugees and Immigrants (USCRI). USCRI was the VOLAG that was placing refugees in Twin Falls, ID (Pop. 45,000), where three Muslim refugee boys, ages 14, 10 and 7, sodomized, orally raped, and urinated on a five-year-old girl, while they recorded a video of their attack. State and local officials attempted to limited information and publicity about the attack.
It is only a matter of time before someone or their child is attacked, raped, or killed by LIaRS-placed refugees or terrorists. Then a flood of "Fit will hit the Shan" for LCMS leaders in St. Louis.
