Handing marriage over to the civil side of law was probably a huge mistake. The state’s version of marriage keeps changing because civil law is only based on based on whatever judges, pols, and the voting majority want it to be at any one time. And what they want it to be doesn’t stay the same. So of course the state’s version of marriage changes and will undoubtedly simply keep changing. The state doesn’t have any other way to define it in the modern era.
