We can’t rerun history where Obama doesn’t “abandon” Syria, and see if Brexit doesn’t happen. So speculating about it is useless at best.

Obama never neglected Syria.
He funded Muslims from across the Arab world who wanted a theocracy out of Damascus and armed them to stage a coup reminiscent of Khomeini’s conquest of Iran. Then he began a shell game of supporting different figureheads from within the invaders and pretending that they were locals trying to free themselves from Assad over another and switching his support around before the background of the first could become widely known.
Had Obama neglected Syria, Syria would not be at war.
No, Obama didn’t “neglect” Syria. He created the Civil war there by funding Al Qeida, the people who attacked us on 9/11.
And as I recall, the EU and NATO has been very horny for the removal of Assad. They wanted the Syrian war and forced it, just like Libya.
