Monday, May 02, 2016 Taxpayer-funded financial aid for immigrant college tuition heads to IL House
SPRINGFIELD - Two Republican state senators - Christine Radogno and Chris Nybo - crossed the aisle last week to support the Democrats' effort to provide taxpayer-funded financial assistance for undocumented immigrant students.
The measure would add Illinois to the five states that grant immigrant students financial aid for college education regardless of their legal status. Already, Illinois is one of 18 states that allows any status immigrants to qualify for lower in-state tuition and set up private college funds.
SB 2196 easily passed the Illinois Senate 30 to 19 last Wednesday, and could be heard in the House Higher Education Committee Tuesday.
Illinois was the first state in the country to create a private scholarship fund for undocumented youth. It also eased the path to higher education for undocumented youth, 65% of whom come from households that earn 200% under the poverty line.
The original Illinois DREAM Act, which passed when Governor Pat Quinn was in office allowed anyone with a taxpayer number, including undocumented students, to participate in the State Treasurers College Savings Pool and the Illinois Prepaid Tuition Plan. These programs allow families of "DREAMers" to save for their childrens college education, the Illinois Coalition for Immigrants and Refugees reported to their members.
The law required the IL Student Assistance Commission to establish an Illinois DREAM Fund Commission administered by volunteers of the State appointed by the governor. The IL DREAM scholarships are funded entirely by private donors and contributions.
SB 2196 will allow students to receive financial aid subsidized by state taxpayers.

The government of Illinois is apparently determined to give the people of Illinois just what they deserve - good and hard.
And this is not ‘immigrant’ tuition. This is ILLEGAL ALIEN tuition.

How can they not give free tuition to all (in-state or out-of-state) if they do this?
There is a wild, wild disconnect between the taxpayers and the legislators. This will definitely be corrected in this election. I predict that Trump will have very long coattails. The GOPe was worried about losing Congress to the Dems; they need to start worrying about losing Congress to actual Republicans.

I’m trying to figure that out also.
How do you prove that you are an illegal alien?
Yup—that is the stunning thing. Even though IL is broke, it still won’t stop the politicians from buying votes. Even illegal votes.
I have some liberal acquaintances. Often, I point out that our State (or Country) is effectively too broke to afford this or that. Like broken records, they always screech back at me that we are a RICH country and can afford it. It’s like a mantra with them. However, when the sales or property taxes go up, they always squeal like stuck pigs.
Illinois students are going out of state for college because the IL state schools have some of the highest tuitions in the midwest.
States that are already doing free tuition to illegals or children of illegals do not cut a break to citizen students.
Folks there are special rules for special people. Illegals have access to many things that are not available for our citizens.

The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 prohibits access to in-state tuition benefits by undocumented students (section 8 USC 1623) It reads an alien who is not lawfully present in the United States shall not be eligible on the basis of residence within a State for any postsecondary education benefit unless a citizen or national of the United States is eligible for such a benefit
Several states have taken it upon themselves to override this provision by offering in-state tuition to illegal aliens. Conversely, three states have passed laws preventing these benefits.
