What was it Reagan said (albeit in a somewhat different context)? “If it moves, tax it.”
Probably wrong, and even if it's right, it's grotesquely out of context.
My recollection of statement is something along the lines of "Unfortunately, the modern role of government is 'If it moves, regulate it; if it doesn't move, tax it'".
