Or "Confidential", and sometimes along with the "Top Secret", documents may also be stamped "Eyes Only", which indicates it is so controlled that only designated individuals can ever see it. That is to say that the bearer cannot show the material to someone he knows has a TS clearance unless that person is on the allowed list for that material. As with any classified material the prime consideration is "the need to know."

I worked in the Telecommunications Control Center with a Top Secret clearance, but if I had to go in the Comm Center upstairs the guys on duty had to sanitize the room by covering any classified material. The material they covered was the same material I worked on at my previous duty station, but at that time I did not have "the need to know."

The better explanation is that she was supposed to use only secure email and was supposed to mark it and secure it as required by the sensitivity of the information.

There is no one there to mark your outbound emails with those marks. Government employees take training on how to handle such information because the employee is expected to do this work.

If the material was sent improperly, all blame is ONLY on her. PERIOD!
