What’s with the weird districting at Boise and does that dilute the eastern block?

You'd have to ask those that drew the map. I believe that Boise is so overwhelming the largest population center that the rest of the state naturally gangs up on it just to dilute their influence just a little. I do not speak from first-hand knowledge so much as I do experience in North Dakota politics (1988 and before when I lived there) when the rest of the state did the same thing with Fargo.

It is just too bad that there aren't enough Pennsylvanians outside the Philadelphia area who are united to do the same thing with Philly. Scranton (Bob Casey Jr's hometown) is even more corrupt than Philly. Pittsburgh, Harrisburg and Erie are a little sympathetic to that type of corruption and, collectively, those five too often outvote the rest of our state.
