My guess is the same outfit looking to assassinate Kennedy were involved in all 3 plans. (The Tampa plan was a back-up for the failed Chicago plan and Dallas was back-up for the failed Tampa plan. Just who they were...I have no 100% firm idea.

Agreed. Dallas was one of three assassination venues. JFK’s trip to Tampa was called off after xxxx Milteer was wire tapped talking about the President being shot from a tall building and there being a patsy to take the blame.,
I think the one on Chicago was in place in case Dallas didn’t work out. I don’t think Oswald fired a shot that day. I think he was what he claimed to be.....a patsy.
