Austin, Houston and San Antonio figure into a chart from the national Black Lives Matter campaign's new police use of force project, with Houston PD's use of force policy faring particularly badly by their analysis.
They based their analysis on four criteria:
Failing to make life preservation the primary principle shaping police decisions about using force
Failing to require officers to de-escalate situations, where possible, by communicating with subjects, maintaining distance, and otherwise eliminating the need to use force
Allowing officers to choke or strangle civilians, in many cases where less lethal force could be used instead, resulting in the unnecessary death or serious injury of civilians
Failing to require officers to intervene and stop excessive force used by other officers and report these incidents immediately to a supervisor.

Law enforcement needs to be reminded every day that they serve the taxpayers, US Constitution, and their ultimate mission is to protect and serve, and not as just a slogan.
Somewhere along the line the culture of LE has changed from serving us to self preservation at all cost. Our mission as the employer of their service is to make sure they clearly understand they serve and protect us first, just as the Secret Service protects their assignment. The designated mission needs to be indoctrinated just as it is in the military.
This concept of black lives matter needs eliminated from the debate. All lives matter and all should be treated equally. We’ve allowed the elites to divide us as a society with their PC and by perpetuating and enhancing racial, gender and cultural differences.
