Actually, for battle, you want all the penetration AND energy you can get in a bullet. Soldiers like to be able to shoot through some things and people. The best all round ammo for the grunt is high velocity medium caliber rounds that tumble in soft tissue. This gets the best of both worlds. It goes through most body armor, doors, walls, windshields and passenger vehicles but makes a mess when it deforms and tumbles through tissue.
