It starts at the state level IMO. Outside the limitations of the Constitution, the states, not the feds, are sovereign, They have to embrace that and stand against all unconstitutional federal acts.

Outside the limitations of the Constitution, the feds are illegal and the states are sovereign.

That needs to be understood and states need to act accordingly.

All powers not enumerated in the constitution to the federal government are reserved for the states or the people.

hence the people are sovereign.
