People are afraid to shoot what THEY (of the people, by the people, for the people) believe is a person that should be instantly stopped
Any breakout of violence is not committed by a kid that found or stole his father's gun and went outside to polay ...
The violence is committed by people already known and more than likely convicted and served in the past ... and are out doing it again
