They have that and more in some places already.
Lots of dead black voters can attest to that...
I would give them a choice. Stay here, shut up and be grateful or take a cash payout, give up your citizenship and leave.
Blacks were not considered 3/5 of a person because they were black. It had to do with taxes and representation.
