Well, the cynics will say he’s just coattailing on Trump, recognizing the popularity.
Others might recognize that Cubans and Mexicans are different people, united by history, and not much more.
Both labels are nationalities, not races.
And the Cruz family went all in on the assimilation thingy.
Even Rafael, who seems to be a bit of a radical - first an anti-Bautista rebel, later an Evangelical convert and hyper American.
A lot of Cubans who saw what El Familia Castro did to their land are like that. So they don’t appreciate Mexicans coming here with a grudge, screaming “Kill the Gringos!” and “Dees Eees Ahr lahnd!”.
They didn’t escape Castro to end up in Mexico Lindo.
Hope Cruz means it. Same with Trump.

Liberals love to dip people in the same batter making them out to be similar. The only thing Cuba & Mexico have in common is that they were once colonies of Spain. Not even their Spanish is similar. I know, I’m married to a Cuban and my Spanish is Castillian (but I lived in Mexico for 10 years) and we have a difficult time understanding one another sometimes.
One of her uncles is nicknamed “Rambo” because when Che’s militiamen were doing house-to-house searches, he was hiding in the closet with a rifle ready to unload. Luckily they never came. Sadly, most of the recent Cuban arrivals are like “Pitbull”. Ignorant as hell and liberal to their core.
Most Cubans who came in the 60’s & 70’s are White. Most Mexicans that come here are not.
Most Cubans look upon Mexicans with disdain. Most Mexicans, can’t even point out Cuba on a map.
