Allies are hoping for?

What about the USA hoping for a Strategic plan to defeat ISIS? What about a simple declaration that ISIS is the enemy of civilization? Start with that, then we'll develop a strategy.

Since Obama will not make that declaration will Congress?

The Press?

Academia?

Hollywood?

Commerce & Industry?

The Churches? As the former Scumbag in Chief, Osama Bin Laden, observed "when people see a strong horse and a weak horse, by nature, they will like the strong horse."
