I’ve always liked the idea of controlled living environments for non-violent prisoners where they aren’t locked up in jail but where they also aren’t sent home and expected to stay on the straight and narrow on their own. Let them live in halfway houses, work to support themselves, see their families under controlled circumstances, but keep them on the grounds when they aren’t working, drug test them, etc.
Here’s an easy solution:
