Coming after the passage of well-intentioned Great Society welfare programs, the riots made clear that government spending wasnt going to solve all the problems of urban America.Yet, here it is, 50 years later and what is said to be the problem? Correct. Not enough government spending.

The author is stating that despite massive gubmint spending, the problem still exists.
