IMO, during a car stop, the driver should quickly shed all clothing that might hide a weapon (e.g., lipstick, so all clothing), roll her window down and rest her neck on the bottom of the window area while reaching as far as possible down the outside of the door, palms down on the door, prepared to hold that position for any necessary duration of the car stop. That would be best.

Hands on top of steering wheel, dome light on if at night. That’s sufficient.
