Frasier used to be a nice place as my former in-laws lived on Whitney. Then they had to put bars on their windows and a remote garage door opener. Then they moved to Bartlett. From 1977 until 1990 I watched the neighbourhood go from a nice urban setting to a racial rathole.

this article yesterday that you might be interested in. It's about how in Memphis (and all over the US), when housing projects were torn down, it dispersed crime to once-safe neighborhoods. It's really long, and the author is a dumb liberal at times in the article, but there's a lot to be learned from it.
