That is a typical default page, when you rent a domain that includes a web server, but don’t use the web server for anything.

Clinton was using the domain for an email server, not a web server.

The page that's up is a typical parked-domain page. It's what you see if you register a domain and let the domain registrar host it and don't bother uploading any content. According to domaintools.com, a total of 1,188,191 websites use 208.91.197.27.

It's an indication that she's taken that server off the internet or, at least, doesn't want clintonemail.com to resolve to it, because the resulting hacker traffic would slow down Netflix too much.
