A lot of it is due to federal regulatory laws.

My neighbor got into legal trouble for cutting some deadwood on his own property. A damp spot 200 yards from the river was part of some kind of buffer zone.

in my city, if the kids play in the street (ball or hockey) it is a mistemeanor punishable by up to 30 days in jail and a 500 dollar fine..
