My grandfather encountered conscripted Polish teenagers in Belgium I believe it was. They were armed but were really little more than human shields.

Correct in that the Kreigsmarine, Luftwaffe, and Wehrmacht followed the rules. The Waffen SS was responsible for the lion's share of atrocities committed on the Western Front. In many instances, the allied troops shot them down when they tried surrendering due to instances like Malmedy. Again, the SS set the terms under which they fought their war. If you are known for murdering prisoners, don't ask your opponents for mercy — they will give you the same kind of “mercy” you showed others.
