Obama's rating has gone up since the new session in DC started. That's because people admire strength over weakness, even when they don't agree with it.
The RINO/Globalist/Chamber of Commerce sellouts give people no reason to approve of them instead.

Two reasons: a significant percentage of the public wants other people’s money today with no thought of the future economic impact. Another group wants the country destroyed for the “sins of the founding”. They have become a large coalition.

Missing from the various explanations is the possibility (probability?) that most polling organizations skew left anyway, so the people they “select” for the polls may not be entirely random.

Why does Obama have a good job approval rating? Because he's had the press smooching his butt for eight years. The self-proclaimed "watchdog press" acts as Obama's watchdog, not the public's watchdog.
The press's instincts are exactly the opposite of what they are when a Republican is in office.
To take just one example: wind farms are killing hundreds of thousands of birds, including several endangered species, yet the general public is scarcely aware of it. If that was going on under a Republican administration, if a Republican administration was giving waivers to favored corporations to the detriment of the environment, the press would be in a huge uproar
