I live in the state (Oregon) where the Christian bakery was shut down by government because of this issue.

Why not?
Then let them. A church that isn’t willing to pay a price for the sake of God is not strong enough to be called one of his own. People in the early days after Christ ascended were killed and thrown to wild beasts, would someone want to be a part of that church? Or see your leaders crucified upside down? Or how about be a church that pays a tax for not being Muslim? The churches that are willing to admit the truth that sacrifices will and need to be made are the strong ones that will make it along, and who are really determined to follow Christ. The other ones that fall apart, well, not so much.
As for marriages, don’t perform the wedding receptions in the church, and don’t have the pastors, clergy, etc. hand out marriage licenses. This removes a load of liability, for the time being.
