Mo Brooks: Republicans Back NSA Spying, Only Voted Against It To Avoid Campaign Attacks
Rep. Mo Brooks (R-Ala.) told constituents on Tuesday that many Republicans in fact supported the National Security Agency's domestic spying programs, and had only recently opposed a measure to scale back the agency's broad data surveillance in order to avoid attracting primary challengers and attacks.
Speaking at a town hall in Morgan County, Brooks -- who last month voted against a failed amendment meant to halt the NSA's bulk collection of phone record data -- brushed off the measure's final vote count. The bill received strong bipartisan support in the House and fell just a few votes short of passage. A total of 94 Republicansbacked the the measure, sponsored by Rep. Justin Amash (R-Mich.), but Brooks claimed the vote wasn't indicative of his GOP colleagues' actual stance on the issue.

Katie's already previewed the president's big week ahead, as a Congressional vote on intervening in Syria looms. According to NBC's whip count, things are looking dicey on Capitol Hill: As of this writing, 27 Senators are solid/lean "no" votes, 23 are committed or lean in favor of intervention, and 49 are undecided. In the House, the picture is bleaker for the administration. Fully 235 members are strong or likely "no's" at the moment, well past the requisite threshold (217) to defeat the resolution. Twenty-six House members support the resolution, or lean that way, with 172 undecided. The president aims to shift the momentum with a speech tomorrow night at 9pm ET. In the interim, however, the White House isbotching politics 101, spurning and ignoring potential allies from across the aisle:
I dont even know who my White House liaison is, a frustrated Representative Adam Kinzinger, who supports military action in Syria, said on This Week this morning. The Illinois Republican told George Stephanopoulos that his office reached out to the White House to help round up support for authorization last week. I havent heard back from the White House yet I havent heard back from anyone, he said. Kinzinger praised President Obamas assessment of this situation in Syria, but said the trust deficit with Congress will prevent it from passing.

House passes $1.1 trillion spending bill after week of drama
In a big win for House Republicans and President Barack Obama, the House passed a $1 trillion-plus funding bill Thursday night that will keep the government open into next year.
The final vote, which came after a high drama day of behind the scenes arm twisting and vote counting, was 219 to 206.
The Senate passed a two-day funding bill following the House vote, avoiding a government shutdown starting at midnight Thursday. Senate Majority Leader Harry Reid (D-Nev.), however, warned that the cromnibus, as the massive spending package has come to be called on Capitol Hill, may not pass the Senate until Monday.
