Executive Directive 51 was signed by George W. Bush in 2007, which gives the US Federal gov’t the power to declare impose martial law in the event a ‘national emergency’, giving the White House and Homeland Security (DHS) the ability to detain millions of Americans on US soil under Rex 84 and other military programs previously planned and run as inter-agency exercise drills.

A number of bloggers, patriot groups, survivalists and preppers have compiled lists of FEMA Camp locations, but much of the reporting is still isolated and anecdotal.

The facility, which was a medium security facility closed in July of this year. They are probably still clearing the place out, and are more than likely using community service inmate crews, under the supervision of correctional staff to do the work. There may still be armed vehicle patrol keeping an eye on the grounds to keep people off the property. If he was on State Property without permission he was trespassing, and if inmate crews are in the area, that means the staff supervising them are responsible to keep them from interacting with the public.

Having worked in uniform in NY State's prison system for 25 years, and having been a member of the officers' Union all that time, I can tell you, if the government was planning on using that facility for anything other than a prison, the Union would be up in arms over it. Staff who worked there, both civilian and uniformed were displaced when the place closed. Seniority in title was lost when they had to transfer to another prison. Some staff may have been demoted (Sergeant back to Officer, Lieutenant back to Sergeant) because of the closure. Each facility has a certain number of job titles controlled by the State budget. When the closing occurred, people were bounced back to their previous titles if the position they were in hadn't been a permanent title in the State budget. Some may have even had to go downstate, disrupting their lives, just to keep the job. If there was any hint of the Feds using that facility, NYSCOPBA (NY State Correctional Officers & Police Benevolent Association), would not take it sitting down. I checked the Union's website. There is nothing reported, other than increased inmate attacks on staff over the summer. Makes me glad I retired 10 years ago.

Similarly, within the past 2-3 years they closed Oneida Correctional Facility near me. It used to be a State School run by the Dept. of Mental Health. When that closed, it was renovated and turned into a medium security facility. There's another medium facility across the road from Oneida, and I'm sure their vehicle patrol keeps an eye on Oneida's facility grounds even though it's empty.
