Perhaps this is a trend that will continue. We have Sheriff Clark of Milwaukee County, in Wisconsin praising armed victims who resist, as well as Chief Craig of Detroit.
The police are, at best, second reponders.
EMTs and Coroners are tied for third.
I admire the extreme restraint of the "concealed carry" individual - I would've emptied the clip into the SOB would-be robber!
You would be in a heap of trouble in most places. Shooting a man in the back is not acceptable, especially when he is running away from you. Even in the Wild West, that could get you a rope around your neck.

The vast majority of people who legally carry arms show incredible restraint.
There are reasons for this.
First, legal firearm carriers in the United States, statistically, are extremely responsible. They do not want to kill another if they can avoid it.
Second, there are numerous legal, psychological, and financial costs that come with killing someone, even if it is completely justified. We might well be better off as a society if we found ways to lessen those costs for justifiable homicide.
Third, most criminals are not determined attackers, so the experience is that most criminals will run away, thus, hesitation often has no deleterious consequences.
Shoot him a couple of times, then turn him over and finish the job. Whose to say which slug hit him first?
Since I can't trust my memory for such things I'm just going to have to shoot the sorry bastard.
Shout “free vasectomy” and shoot at indicated location.
This sort of thing is readily apparent in a competent forensic investigation. If you are a cop, you will get away with it. If you are an average citizen without high-level political connections, you probably will be indicted.
Why turn him over...just keep shooting until the piece runs out of rounds. When questioned just say you didn’t realize you were doing that....fear and shock are reasonable defenses!!!
