I would like to kinow the reason why that Ranger was flying in dress uniform.

When I was in the Navy and traveling to home for leave or the return trip, we were required to wear our dress uniforms and the same rule applied when we went on liberty. An enlisted member of ship’s company was not permitted to have civvies and we couldn’t wear our dungrees.
