Obama is simply conflicted about ordering infidel white Christian pilots to bomb dark skinned barbaric Muslim jihadists. If Obama unleashed the firepower of the 6th Fleet and American air units in the area, it would make short work of the IS jihadists.
His buddy Erdogan would never forgive him. He is between Iraq and a hard place. :)
