They don’t have to stay in the cities. truth is they stay for the benefits.
They are no longer staying. In the past two years several small outstate Minnesota cities have seen a huge influx of black people from Chicago, Minneapolis, etc. These rural cities have a population under 20,000. Same benefits just no public transportation. No one who works in the system really knows what prompted it.
