Juggalos gone wild! I've heard of biker gangs doing this, but I didn't know the practice had spread to these losers.

Lewis says all three men are affiliated with the Juggalos, a fan base of the rap-metal duo Insane Clown Posse that the FBI has described as ganglike. Lewis says the suspects thought the victim disrespected the group and didn't deserve the tattoo.
Sounds like it was probably the hatchet man tat. Juggalos are a fairly hardcore bunch. Losers? Mmmm, yes and no. Probably not more so than your average biker gang. Loyal, they are. At least the ones I know.
