I say that guy's Wordpress blog had nothing to do with the videos he stole.

Why not just post the links here?

Steve Quayle is correct in that the occult must telegraph intent. However not too sure about the part of spit officially hitting the fan on July 20th, that is sort of dialing it in too tight.

So, why give a warning ahead of time?

Quayle states, “In the occult, they have a maxim in their world. They must warn the people they consider useless eaters and stupid people of what they are going to do. They derive some sort of sick pleasure out of that, and it’s kind of like the ultimate mocking through numerology.”

This is just nonsense made up by conspiracy hunters searching for meaning in the chatter. Occult means “hidden”. They do not want the public knowing what they do, and they don’t warn the public ahead of time with silly cryptic references to numerology. They do use secret signs and symbols to identify and communicate with fellow occultists, but that’s a far cry from what this guy has dreamed up.

Report from analysis of Madame Lagarde's secret message and some published reactions to it:

From The Collaborative International Dictionary of English v.0.48 :

  Hysteria \Hys*te"ri*a\, n. [NL.: cf. F. hyst['e]rie. See
     Hysteric.] (Med.)
A nervous affection, occurring almost exclusively in women,
in which the emotional and reflex excitability is
exaggerated, and the will power correspondingly diminished,
so that the patient loses control over the emotions, becomes
the victim of imaginary sensations, and often falls into
     paroxism or fits.
     [1913 Webster]

Note: The chief symptoms are convulsive, tossing movements of
the limbs and head, uncontrollable crying and laughing,
and a choking sensation as if a ball were lodged in the
throat. The affection presents the most varied
symptoms, often simulating those of the gravest
diseases, but generally curable by mental treatment
           alone. Hysteric
