The purpose of oversight is, essentially, to control, tax or do away with. So, licensing dog breeders gives the government say in denying a license. Their thinking is, “Gosh, what if somebody gets into office and decides to simply deny licenses to abortion facilities?”
Or worse, make the abortuaries live up to health standards demanded of surgical facilities.
