Yeah that's the same line of BS they're using in the Ann Arbor Michigan area as well.

The way things are now, 40 acre plots are required for drilling rights. If that land is divided up among multiple owners, only 1 needs to agree for drilling to go ahead. (all the landowners get the royalties if oil or gas is extracted)

Their plan for local control means the other landowners get to say no to drilling on the one acre owned by the guy who agrees. However being Berkley East that Ann Arbor is, they want local Ann Arbor control in other townships and counties too.
