A simple way to look at this is: Action beats Reaction. It takes time to react. The clerk's action beat the robbers reaction.

Sorry, my mistake, he clearly writes that and I missed it. I’m not sure where he get’s that and even argues against the concept further in the article.

After looking at it again, it's possible that he's racking the slide while pointing the gun at the perp with both hands in a Weaver stance. It sure looks to me like he's shooting, but then he shoots one-handed a few seconds later. I don't see why he'd switch to one-handed from two-handed.
Maybe he did rack the slide while the gun was aimed at the perp, but that is a weird way of doing it.
I'm guessing he did it that way to confuse the perp. It sure has me confused.

Situations like this are why I carry a Glock 23 with one in the chamber. This guy was darn lucky that he had enough time to rack the slide and get a shot off. But it's an absolutely stupid way to carry a pistol.
