So far as Las Vegas Metro's deputies and their SWAT members are concerned, they figured out pretty quick that they all could become seriously dead if they were to appear as allies of the BLM. LV Metro didn't expect what they ran into and they had absolutely no intention of dying along with the FedGov thugs.
The combination of the LV Metro negotiations plus the word getting out on Harry and Rory Reid's land deals involving their toady at the BLM and its cozy relationship to Chinese energy firms, put the brakes on the shootout.
The BLM thugs on site at Bundy’s ranch all know how close they came to taking a permanent Dirt Nap — and they are scared. Their masters in administrative positions aren't concerned about the “boots on the ground” other than to take orders. They will order their BLM thugs back into action, but the thugs know who's going to die in any shootout they provoke. Bottom line is that none of the BLM thugs will walk away from such a shootout; The BLM thugs know they'll be wiped out to the last BLM thug.
