Well noted. The People’s Liberation Army numbers somewhere around 200-million. They’re out numbered 800-million to 200-million. And somewhere in that 800-billion, there are those who dream of freedom.
No totalitarian regime ever lacks thugs to do their dirty work.
Chengguan are the low-level enforcement arm of local government policies. They don’t have as much authority as police in China, who are also better armed.
Chengguan are the ones who chase street vendors, enforce parking and traffic rules, deal with property and zoning, enforce the thousands of China’s grinding petty rules, etc... As such, they are often where the average citizen sees daily government control and for practical purposes, are often the public face of government power, and take petty advantages — which is why they are disrespected.
