Ironically, Little Rock was and is to some extent still a gangster paradise. In 1994, HBO did a documentary about it, called Gang War: Bangin’ In Little Rock.

They quadrupled the size of their police force, and for a time kept the gangsters down to a dull roar. Ironically, one of the better newspapers in the US is the Arkansas Democrat-Gazette, which has always had a tight subscription policy, so is almost never seen outside the state. A friend sends me the crime news from Little Rock published in that paper, and it is like Chicago, writ small, but if anything, the thugs are stupider, and more savage.
Technically, constitutional carry is still prohibited, so that needs to be changed; but there are parts of Little Rock in which no sane person should be unless they are armed.
