What would the reasons be to demand for the repeal of the law?

My reason is that it's an onerous tax. Simple, but my reason nonetheless.

Today the House of Representatives, in a bipartisan manner, voted to repeal a three percent withholding tax that would have been yet another burden on our economy. Washington must not increase the financial and administrative costs job creators face – particularly when so many challenges to growth and entrepreneurial success already exist.

Government is given the power of taxation.

Only if the bill to tax originated in the House or Representatives, so no, Government does not have the power to tax just because the Executive and Judicial branches along with the Senate want it. It can only do so if the bill of revenue originates from the House of Representatives.

Additionally, the law was not passed. It was "deemed".
