Not true. Energency rooms are expensive due to emergency care specialities not overuse. Their use for routine care does not drive up costs since all the hospital has to do to avoid that is team with a nonurgent care facility (some do). Instead many hospitals use it as a revenue center and actually welcome non-urgent patients for which they can try to get reimursement.
