I think it is 5.5% overall but the actual reduction per family is a fixed dollar amount, not a fixed percent. For example, a family of four will receive $39 less, regardless of the benefit amount, so the percentage will vary widely.

In Government speak it makes sense.

Like last years budget was 50 mill, the Libs want to raise it to 75 mill,
the others say 65 will do fine and the Libs say absolutely NOTHING but “R’s want to cut next years budget by 10 Mill” and the R’s let them get away with it -or at least have been for quite a while.

Back in one of the gas crises, the gas tax had just been raised say 15% and the Libs say it is ONLY 15% - pony up and don’t go to Starbucks so many times. Couple weeks later TSHTF and gas prices skyrocketed and the Prez said we should give 5% back during the crisis. The D’s screamed “we can’t afford it”....what happened to “Its only X%”?
