You need to establish your income level, and - I hope! - you need to prove you are a US citizen by providing a social security number, just as you need to provide a social security number to sign up for social security and many other governmental services or benefits.

On top of that, you need to be able to understand and navigate through all the Obamacare options and plans, waivers, exceptions, income levels, and so forth.
