Water levels change due to water temperature, salt content, ice cap extent, land movements (lifting, subsidence, tectonics), tides, waves, wind. Satellites have errors of 1-2 cm, and yet supposedly measure annual change of 0.3 mm.

True. What is an even more fallacious and long termed belief is that shorelines change because the ocean is getting larger or smaller.
On the overall scale, the ocean is as smooth and uniform as a glass ball, while the land it surrounds is what moves up and down like a fishing bobber.

A rise in global sea level must, absolutely must, change the Earth’s rotation rate. This luckily is something we can do with considerable precision.

Climate is controlled by multiple variables, some so subtle that we don’t even know for sure what they all are - most, like cloud cover, we have no reliable way of measuring or relating in any consistent manner to actual climate variability - beyond simple one-to-one correspondence, we don’t know how the many variables interact with and affect each other, and how those interactions would in turn relate to climate change - most of the variables we do know of are not controllable so that it is virtually impossible to conduct predictive or replicative studies on the climate - - the doctrine of man-made climate change is a fantasy and a scam in search of a few data-points to prop it up......

Maybe - but they would have to stop the wind and the waves and the oceanic streams and the volcanic activity and the effects of the moon and the the Sun and the other neighbors on the tides, stabilize the temperature so no Arctic ice melted or froze, control the rains and let everything sit until it stabilized to get the initial measurement - then leave it like that and wait a year to take the next one.
